When I turn my phones mobile hotspot on when I’m in a public place or at home and I go to connect through my laptop. The mobile hotspot doesn’t show up in the laptops available WIFI networks. Please help.

It has 802.11b/g/n (1x1) Wi-Fi® and Bluetooth® 4.2 combo which supports 2.4GHz networks ONLY. You need somehow to allow your phone to broadcast dual bands which are 2.4GHz and 5.0GHz. Your computer now can "see" 2.4GHKz network and allow you to connect.
Other options is to replace existing Realtek RTL8723DE 802.11bgn 1 × 1 Wi-Fi + Bluetooth 4.2 Combo Adapter part # L21480-005 using Realtek RTL8821CE 802.11ac 1 × 1 Wi-Fi + Bluetooth 4.2 Combo Adapter (MU-MIMO supported) part # L17365-005.
