Realtek RTL8822CE 802.11ac PCIe Adapter issues.
Wifi card does not function correctly, not stable.
router signal strength is 80%.
The best driver is installed.
Updated BIOS.
No known issues after running diagnosis.
Even added the card to a guest network for network mesh issues
Questions:
Does this card have a hard time switching from 2.4GHz -5GHz?
Has anyone found anything about this card that is faulty?

It's a terrible Wi-Fi card that has always been plagued with issues.
FWIW, this is the latest driver HP has for that model Wi-Fi card:

If you are good with working on delicate equipment, I recommend you replace the Realtek Wi-Fi card with this model which is both an upgrade and should work fine.
Intel Wi-Fi 6 AX200 ax 2×2 + Bluetooth 5.0 MU-MIMO M.2 2230 non-vPro HP part # L35282-005.
It is not very easy to do, but here is the service teardown video:
