so basically i have contacted the support from my provider brsk, and we came to a conclusion that my pc is causing the slower speeds. We tested the speed from the same app but on my sisters laptop and that laptop was getting almost the full speed, 870Mbps from the same ethernet cable(CAT8).
Ive also had a technician come over to to my house to try diagnose the issue from Technobudd and the only explanation he could come up with for the slow speeds are that when i updated from windows 10 to 11 the driver may be incorrect for the network card and that may be limiting the speeds. Every test he tried even in safe mode the speed increased maybe max 10mbps from 65Mbps to 75Mbps. But when he used the same ethernet cord on his laptop he was getting much faster speeds of 380Mbps both download and upload. So he recommended me to write this and see if there's a new driver i need specifically for windows 11.
And now the most recent speed test that i have done was 113.94Mbps download and 3.99Mbps upload. It makes no sense for it to be so slow??

It seems like your HP OMEN 30L Desktop - GT13-0046na is currently not compatible with Windows 11, as there are no drivers available. It is recommended to wait for further updates.
