I have another PC on the network. It's there but unable to access into it? Error message is that I do not have permission & to contact my network administrator but I am the administrator. Can someone help?

@AIO-HG -- are you giving a Windows logon-ID and its password for the other computer, when attempting to connect to the other computer?  If you do "authenticate" with a valid ID/password on the other computer, it should connect.

That's the strange thing, no prompt appears for me to enter Windows logon ID & password.  When I double click on the PC on the network, the error message appeared...

You may need to turn on network discovery and file sharing.

for 10: https://www.isunshare.com/windows-10/turn-on-or-off-network-discovery-in-windows-10.html

for 11: https://websiteforstudents.com/enable-network-discovery-and-sharing-in-windows-11/

As @itsmyname suggested, you will need username & password IF password protected sharing was enabled

It also helps to have the same username and password on both systems.  If you have both a local account and a Microsoft account you may need to supply the Microsoft username & password as the local one may not suffice.

Click on the option to specify different "credentials", to show the ID/password window, rather than using the ID/password on your current computer to pass those credentials to the other computer.
