You're very welcome.
I would think you should be getting the 250 MBPS download speed from that model Wi-Fi adapter.
The first thing to do is to verify what speed the Wi-Fi adapter is connecting at.
Go to the Windows control panel>network and internet>network & sharing center>in the right side of the window that opens under the 'View your active networks' section, click on your notebook's Wi-Fi connection and it should be reporting the speed the Wi-Fi adapter is connecting at.
Then the only suggestion I can offer would be to update the Wi-Fi card driver to the latest version HP has for that model Wi-Fi adapter:

Your notebook comes with a RTL8852BE Wi-Fi 6 adapter.
That model Wi-Fi adapter has a maximum connection speed of 1.8 GB/S (1,800 MBPS) with a Wi-Fi 6 router.
The download speed will probably be less and would also depend on what speed internet service you are paying for.

Dear Paul Tikkanen,
I pay Virgin Media for a download speed of 250Mbps. I get according
to Ookla 6Mbps to 7Mbps at my hp pavilion laptop. Clearly my laptop
with a WiFi capability of 1.8 Gbps is not the problem.
