I do own this PC
I have the HP envy TE01-0014 running W11 64. Adapter Realtek RTL8822CE
Has worked quite well since purchase. In the last 2 wks I have increasing problems connecting to wifi. Our 2 phones, tablet, security system, garage door, laptop can connect instantly every time. As I type, one TV is on, streaming from wifi, with no glitches. Thus, wifi works. Everywhere but my PC.
The PC is 15' from the router. Device Manager claims I have the most recent driver and is 'working well.' Using Network Connections, I can see the adapter has a strong wifi signal showing both networks - 2.4 and 5. IPv4 and IPv6 show no internet access. Speed = 520mbps, Sent = 6600, Received = 18400. Diagnostic shows "Can't reach DHCP server"
I don't understand how signal strength can be strong, but no wifi access. Help please.

The only suggestion I can offer would be to update the Wi-Fi driver to the latest version HP has for that model Wi-Fi adapter:
These are the latest Wi-Fi and Bluetooth drivers for the Realtek card:

I just ran the file.
Never saw that before.
Double click on the blue HPUP application to install the drivers.
The other way to install the driver would be from the Realtek Wi-Fi adapter in the device manager.
Click on that, click on the driver tab, click on Update driver, select the 'Browse my computer for drivers' option and browse to the C:\SWSetup\sp155074 folder.
Make sure that the Include subfolders box is checked, and the driver should install.

Yup, had the latest. Just for fun, rolled back the driver and updated using the file you provided
No change.
Any more suggestions will be appreciated.
FWIW, on the Taskbar is a network strength icon. It shows full strength. I don't understand how the PC can detect full strength with IPv4 and IPv6 showing "no network access" and Diagnosed showing 'can't find DHCP

Unfortunately, I don't have any other suggestions for you to try regarding getting the Realtek card to work properly.
Those cards are notoriously famous for their problems.
You may want to consider replacing/upgrading the Wi-Fi card with a better model such as this one:
Intel AX210 Wi-Fi 6E 2x2 AX + Bluetooth 5.2 M.2 2230 non-vPro HP part # / SPS # M27269-005
Detaching and reattaching the thin and delicate antenna wires will take some dexterity and caution though.

Before you install the new card, go to the device manager and uninstall both the Realtek wifi adapter and Bluetooth adapter and check the uninstall drivers box.
Then shut down, unplug the PC, press the power button to remove any residual power from the motherboard and install the Intel card.
