I am on an HP Envy with a Dell wireless mouse on Bluetooth. As I roll the scroll wheel, it is anybody's guess whether the screen will scroll up or down. Often, it is two steps up one step back, or 3 and 5, etc.. Holding the scroll wheel down does not have this problem. (Please don't offer this as a workaround, thank you.) I followed the instructions under this question in this forum which suggested cleaning and had no luck.
I don't really care to try the superglue option for the following reasons.
I just installed this new mouse today so I don't suspect the driver. I bought this new mouse because the same thing was happening with my old mouse, a wireless Amazon prime brand, so I don't suspect the mice anymore.

Sidenote: I was not able to choose the "board that best fits your product issues, question or tip" in the form above because my item is listed under "Notebooks" and none of the selections in there return to the form when they are clicked.

It sounds like you're experiencing an issue with the Bluetooth connection or a software-related problem rather than a hardware issue with the mouse itself. Here are some steps you can try to resolve the issue:
Check for Interference: Ensure that there are no other Bluetooth devices or wireless devices nearby that could be causing interference with your mouse.
Update Bluetooth Drivers: Even if the mouse is new, the Bluetooth drivers on your HP Envy x360 might need updating. Go to Device Manager, find the Bluetooth section, and update the drivers.
Adjust Mouse Settings: Go to the mouse settings in Windows:
- Open Settings > Devices > Mouse.
- Adjust the scroll settings to see if changing the number of lines to scroll at a time or other settings helps.
Bluetooth Troubleshooter: Run the Bluetooth troubleshooter to detect and fix any issues.
- Open Settings > Update & Security > Troubleshoot > Additional troubleshooters.
- Find and run the Bluetooth troubleshooter.
Unpair and Re-pair the Mouse: Remove the mouse from your Bluetooth devices list and then re-pair it. Sometimes a fresh connection can solve these types of problems.
- Open Settings > Devices > Bluetooth & other devices.
- Find your mouse, click on it, and select Remove device.
- Re-pair the mouse by following the standard pairing procedure.
Disable Fast Startup: Sometimes, Fast Startup in Windows can cause issues with Bluetooth devices. Disabling it might help.
- Open Control Panel > Power Options > Choose what the power buttons do.
- Click on Change settings that are currently unavailable.
- Uncheck Turn on fast startup and save changes.
Check for Windows Updates: Make sure your Windows operating system is fully up to date, as there might be updates that address Bluetooth or mouse-related issues.
