Hi @BenvH,
Welcome to The HP Support Community.
Thank you for posting your query, I will be glad to help you.
I understand the error you're encountering (Code 10: "This device cannot start") typically indicates an issue with the Bluetooth device driver or a conflict with system settings. Here are several steps you can try to resolve this issue:
1. Uninstall and Reinstall the Bluetooth Driver
- Press Win + X and select Device Manager.
- Expand the Bluetooth section, right-click your Bluetooth device, and select Uninstall device.
- After uninstallation, restart your PC. Windows should automatically attempt to reinstall the Bluetooth driver upon reboot. If not, go to Device Manager, right-click the computer name at the top, and select Scan for hardware changes.
2. Update the Driver Manually
If Windows is telling you that it has the latest driver but you believe it doesn't:
- Go to the HP Support page for your Victus by HP 15L Gaming Desktop TG02-0965nd and download the latest Bluetooth driver available.
- Once downloaded, run the installer or manually update the driver via Device Manager:
- Right-click your Bluetooth device in Device Manager, select Update driver, then choose Browse my computer for driver software.
- Select the folder where you downloaded the driver and follow the prompts.
3. Run the Windows Troubleshooter
- Press Win + I to open Settings.
- Go to Update & Security > Troubleshoot > Additional troubleshooters.
- Select Bluetooth and run the troubleshooter to let Windows automatically diagnose and fix issues.
4. Check for Windows Updates
Sometimes, updates can fix driver issues:
- Go to Settings > Update & Security > Windows Update.
- Check for updates and install any available updates, as newer system updates might include updated Bluetooth drivers.
5. Check Device Status in Device Manager
- If you still see the Code 10 error in Device Manager, right-click the Bluetooth device and select Properties.
- Under the General tab, look for more detailed error information. The error may give clues about why the driver can't start.
6. Perform a System Restore
If the issue started recently, performing a system restore to a point before the problem began might help:
- Search for System Restore in the Start menu and follow the instructions to restore your system to an earlier state.
7. Disable Fast Startup
Sometimes, the fast startup feature can cause driver issues:
- Go to Control Panel > Power Options > Choose what the power buttons do.
- Click on Change settings that are currently unavailable.
- Uncheck Turn on fast startup and save changes.
8. Reset Windows (Last Resort)
If none of the above solutions work, you may need to reset Windows. This is a more drastic measure, but it can resolve deep system conflicts.
- Go to Settings > Update & Security > Recovery and select Reset this PC.
Let me know how it goes after trying these steps!

I hope this helps.
