The picture for the  577b8aa shows a wired keyboard.

I don't know what type of keyboard you've got. Is it Bluetooth?  If so you turn on Bluetooth pairing.

Some of the HP All-In-One have an internal Wi-Fi dongle.
This dongle allows the BIOS to use the keyboard and mouse unlike Bluetooth..

This video shows
 one such dongle.

This is the envy recline dongle receiver location

The original motherboard may have had a USB dongle or chip in it to do the Wi-Fi.   You would have to take that chip out and put it in the replacement motherboard.
