modem setup host stopped working

The PC does not meet Microsoft's minimum W11 hardware requirements and you would have to pay for a W11 license and product key because only PC's that came with W10 support an upgrade to W11 without purchasing a new license/product key.

I was trying to load windows 11 Home which I purchase From best buy, so it is a full version and I do have a key. After the key is loaded I received this error that the modem setup host stopped working and the program will close. The computer is a HP envy 20 with a 64 bit, I3 dual processor. Plenty of disk space and Ram. Cleaned the hard drive and did a defrag. Haven't a clue what to try next.  HELP

I don't understand what you mean by ' loading windows 11 over windows 8.'

You can't run the W11 installation media from the W8 desktop.

Also, as I indicated earlier, your PC does not meet Microsoft's minimum W11 hardware requirements and it actually tries to prevent you from Installing W11 on unsupported hardware.

There are ways to get around it though, so I recommend that you watch this video for how to install W11 on your PC,

Windows 11 24H2 Install on Unsupported Hardware with Rufus

You have to use the clean installation method and boot from the USB drive you make with Rufus.
