while trying to install a new modem/router, wifi connected to web but ethernet gave error message, 'Your computer appears to be correctly configured, but the device or resource, (DNS server) is not responding.' New modem is a Motorola MT8733, with modem, router, and voice all in one; Docsis 3.1.

I see that you are not alone with that message.  Here is another

Assuming you are a cable ISP customer and have followed the setup for that cable modem/router combination and spoke to the ISP to authorize the change - that message means you are not getting the DNS server info.  That comes from the ISP unless you are inside a separate network IE: Business managed network, or similar.
