I'm trying to boot an HP 8300 Elite SFF Windows 8 PC (brand new out of the box) to WinPE on a thumb drive but the drive is not available on the Boot Menu (F9) and it will not boot to the USB drive on its own.
I have:
- Set SATA Emulation to IDE
- Verified Removable Media Boot is set to Enabled
- Moved the USB devices to the top of the Boot Order lists for UEFI and Legacy
- Disabled USB Security on all ports
- Tried all the ports
I can see the device in "Device Configuration".
Any ideas?

Tried that and the USB device was still unavailable in the Boot Menu.
For that matter in the Boot Order menu, there is no option for USB drive only USB Floppy/CD .
If I disable UEFI I get the following error on boot.
GPT-formated disk.
Legacy boot not supported. Pres any key to reboot.
I'll keep playing around with turning things on and off and report back.

I hate these new PC's that came with W8 and this new fangled BIOS!!!
See if you can make heads or tails out of page 13 of the document at the link below.

Just in case someone is still needing an answer to this.
Under SecureBoot Configuration menu of Bios set the following:
Legacy Support = Enabled
Secureboot = Disabled
Fast Boot = Disabled
This will show the Bootable USB flash drive as an option in the boot menu 'F9' under Legacy Boot Sources.
This is for Windows 7 Desktops and earlier.
