I uninstalled AMD Overdrive and i will try and perform the tests again.

Still it stays at 3.66 the whole time, even in idle. I tried using the bench in CPU-z too it stays at 3.66 in both task manager and CPU-Z I tried both bench and stress and with 2 threads and 4 threads. Any other ideas?

Unfortunately, I am beginning my travel to Portland, Oregon from Europe today for the 2017 HP Expert Meetup.
