How can i access the vram in my bios ? 
i want to adjust the dedicated vram of my hd 530. im upgrading to 8gb ram or 16gb so i think ill also adjust the vram of my intergrated graphics.

Windows assigns vram as needed -and usually when system memory is upgraded vram is adjusted up as well, by Windows.

so you mean if i upgrade my ram from 4gb to 16 or 8 gb the vram automatically upgraded also

Yes, if more ram is available to the system then Windows allocates more to video as needed.

4gb is equals to what vram ? 
i have seen on some websites that 
4gb is equal to 256mb ?
8gb is to 512
is it correct ?

Your  integrated graphics chip should have a dedicated amount-and Windows allocates more as needed during certain activities. If you have a discrete video card such as AMD or Nvidia it has a memory chip-replace it with better card with more memory.
