BIOS has become corrupted

HP Recommended
HP ProDesk
Microsoft Windows 7 (64-bit)

When I try to turn on the computer, I get two long beeps and two short beeps. This is accompanied by two red blinks and two white blinks. This happens over and over again, but the boot doesn't go any further. The screen doesn't show anything at all, and the keyboard and mouse don't seem to get any power. However, the disk drive's led is on. 

 

According to this https://support.hp.com/us-en/document/bph07107 the BIOS has become corrupted and there is no recovery. 

 

I have tried downloading a BIOS and creating a USB recovery drive. I downloaded the newest bios, and then ran the executable in another computer. When prompted, I gave the installer the location of the USB drive. I then insert it in the bad computer and when I turn it on, I get exactly the same. It doesn't seem to be reading the USB at all. 

 

Any help will be appreciated

You are missing a "trick" to force the motherboard to bypass the usual "boot" process, and instead, read the new BIOS from the USB memory stick.
