Envy 860-180st
Microsoft Windows 10 (64-bit)

My Envy 860-180st is running super slow. After investigation, it is related to CPU being stuck at 19% of max speed, no matter how hard I stress the system. Max CPU is 4.01GHz, and I am locked at 0.76GHz.

I tryed playing with power setting picked high performance plan and even aletered the power option in this plan dealing with CPU to set minimum CPU at 100% instead of 5%, witth no success.

The PC is useless when clocked at .76GHz, please help...

I re imaged it from factory image... still same problem

CPU is not running hot according to termal reading...

and HWinfo shows no problem under all items labelled under performance limit reason (all internal or external sensor that could force CPU to low throtelling mode)
