I would think that the VM Ware forums would be better suited to answer queries like "VMWare does NOT list the HP8300 CMT with i7-3770 as "supported hardware", do I correctly interpret that to mean that VMWare does not provide a pre-packaged solution ".

Let's go ahead and assume that the OP is using a processor from the past decade, not an ancient artifact, meaning it DOES support virtualization and its a BIOS issue if it cannot be enabled.

 

HOWEVER, HP BIOS DOES SUPPORT THIS!!! It's just that the setting is located under Security -> System Security as someone already pointed out.
