You need to add-in a different video-card, to supercede the "onboard" video-circuitry, since that circuitry is problematic.

From: http://h10032.www1.hp.com/ctg/Manual/c03870877

there is one slot for a "PCI-E 16x" add-in video-card.

Follow the diagrams in that Manual to insert and secure the video-card.

Connect the video-cable to the new card.

Boot your computer, and Windows should update the device-driver for the new card.

After it updates, reboot, so that the new device-drivers are activated.

Ok hopefully adding in a video card will work. And what card should I add in, the highest I will go is 20. So what card should I go for?

I agree.

Find a local "owner/operator" computer-store.

The owner may have a "pre-owned" PCI-E video-card for 20 (Kronor? Lira? Zlotys? Peso? Pounds?)

Better yet, take your computer with you, so that your computer can be tested with the replacement video-card.

If it works, buy it.

Dollars, and I rather use an online retailer

That local computer store will have "try-and-buy", i.e., instant verification that changing the video-card will solve your problem.

An online retailer will require you to ship the non-compatible video-card back to the retailer, at your cost, and then you would have to wait for a refund.

There arent any "try and buy" stores around here sadly. Can you tell me a possible card that would work around my price range.

I mean an "owner/operator" computer-store.  If the owner has a compatible video-card, as he/she proves by installing it, you buy it.

But, it will be difficult to find a 16x PCI-E video-card for $20.

Find a local "big box" stores that have a liberal "money-back" guarantee, e.g., Walmart or Best Buy.

Buy a card. Try it. Return it.

Oh also, May I state that i was also trying to clean the pc and like an idiot I blow dryed it, with a blow dryer.
