Pc model and operating system would help. Here are steps for Windows 10. Windows 7 is a different process.
Will try to assist you.
Are you in a loop where turning off (hard off by holding down power button or pulling AC plug) PC and turning on PC results in same problem?
If you don't have a Windows Recovery disc or USB stick you can use a Windows 10 installation USB or disc to attempt repair.
Go to Microsoft site with different PC and download Windows Media Creation Tool then run tool and select Windows 10, 64 bit if that is installed on your pC now.
use USB or disc (DVD) to creation windows 10 install media. This install media can be used same as Microsoft Recovery Drive. Be careful as it will install windows if you select that option.
Boot to this media and select repair at bottom of dialogue box. Then select Troubleshoot.
Then look at this site for tips on maybe solve problem using tools in Troubleshoot menu.
