I can't get a second monitor recognized with a DisplayPort (out of the PC) to USB-C Port (into the monitor) cable. I have the following HP desktop:

 

HP ENVY Desktop - TE01-0175xt

NVIDIA GeForce GTX 1660

Product Number 3UQ86AA#ABA

 

I've tried disconnecting cables. Windows is updated.

What model monitor?

 

cables with adapters do a signal conversion and are generally one-way.

If the cable is designed for USB-C to DP then it can not be reversed DP =>USB-C

 

Can you provide a link to the cable so I can read the specs?

Your monitor has VGA, HDMI and USB-C inputs..  A quick test is to use HDMI cable make sure it works

 

You mentioned mentioned USB-C to Display Port and I guessed this cable which may not be right one exactly.

 

Not all USB-C to DisplayPort are reversable

Your system does not have USB-C that can carry video.  It only has gen1 ports so you need a Display port to Display port to connect to your monitor.  I do not know of any DP to USB-C or if any of them are bidirectional.

Super helpful. Thank you. I did check HDMI on the monitor by itself (one monitor config) and that worked, so it must be the cable. Now I've ordered a DisplayPort to HDMI from Amazon. Will see if that works. Description says it should.

It has 1 USB-C port at its front which does not support Alt mode therefore you can NOT connect it to a monitor. You can use a native VGA monitor to connect to it VGA port.
