HP Recommended

I have a new Z4 G5 workstation and I am having an issue with the workstation start up.  When I power up the workstation I get a beep code come up (3 long 4 short) and when I look that up it says it is a power supply issue.  I went ahead and changed the power supply and the issue still remained.  I thought maybe the motherboard was the issue but I swapped out that as well and I still received the beep codes.  I tried taking out each cable and booting up the PC and I still had the codes come up.  I also tried swapping out the RAM with different ones and tried putting the RAM in different locations and still couldn't get the PC to start up.  

 

I thought it might have to do with the CPU but I didn't know if there was anything else to try.  I didn't know if there was anything else to try and get this PC going.
