Okay, so there seemed to be some discrepancy in the HP manuals, but from what I gathered after a chunk of research, is that the 8100-8300 Elite SFF all have a max output of 35 watts thought the PCIe x16 slot. The full size towers all do 75 watts, but if you have a small form factor, you're screwed unless you have a gpu with a 6 or 8 pin external power source which would require an atx psu...
So no plug and play 750 ti options for us with an SFF elite which super freaking blows chunks. Seriously, I'm just about ready to boycott HP over how absurdly proprietary they make their designs.
Sorry for giving you false hope Barnstormer. I had the same plan as you 😞
As a side note, I finally got my computer to run in a stable manner. All I had to do was replace everything that was HP 🙂 All that I took from the origional computer is the cpu, the hard drive (which will be replaced soon) and the dvd drive. But on the plus side, it's allowing me to play around with making a small Steam OS box, because all I need now is a cpu (I'll pick up a used i3 on eBay or something) and a hard drive (I have an extra hanging around).
So pretty soon if any of you are interested I can throw up a post on my thoughts about how well an i3 8100 Elite SFF works at being a Steam Box 🙂

Dude, XargXar, you're an absolute legond! I was going to settle with some little gt 710, but now I can get something that's halfway decent for my Steam box!
I also found a page by Nvidia giving the specs of the different 730s, and it's good to note that one of them draws a bunch of power, but it's like the worst one of the bunch, sowhile that's kind of weird, it's fine with me!

What's also really nice, is that the 2gb gddr5 EVGA card on Newegg has a review from a guy that has an 8200 Elite SFF, and he says it works great and that it really impressed him with how well it plays games, so we know it'll work! Woo!
