Product: HP DC5800 SFF

Ok I have a DC5800 sff I am fixing for a friend  and every time it shuts down it will start back up in about 2 secconds. I read the other posts about this and it all says it is a problem with windows. I tryed the things that they were suggesting it just did not work. So I was about to give up and pressed the power button when it posted and then it just restarted and it kept doing this over and over.
