I have a very similar problem. Bought a 860-039b (belgium). (HP is still advertsing the led control feature).
There was no phoenix control software pre-installed so I downloaded it and installed it myself.
Leds are always red. I tried version 2 versions of the software but they don't make any difference.
It just doesn't work.
Decided to register on this forum just to post this message, because I have around 100 HP computers in the office (almost all workstations and servers), and the support is impeccable for these machines.
Now I buy a (prosumer) machine from HP and we get this:
- Feature is advertised
- HP knows it doesn't work (proof is in this forum thread)
- HP ignores users and keeps advertising the feature
Seems we've reached the toys department of HP 😉

I'm afraid that I may be in that same boat with ya.. If HP doesn't tend to these forums to know when something needs a fix, or they need to upgrade something as in the color controls software, or address hardware issues a customer's having.. well, really what's the point.
I've recently encountered this same lack of interest in customer sentiment on the forums of Evernote .. with no better response or even acknowledgement.
I knew I should have picked out the individual components and just built it myself but, hp had been doing a pretty good job on the systems I've dealt with of theirs over the last 4+ years I guess... and I let my guard down.
Well, best of luck to you with any issues you're having folks.

And then it got worse...
Switched on the machine and I heard some kind of rattling noise.
Switched off than on again, same thing.
Opened up the case and what I saw was a what we call a "spaghetti" computer.
You know, an assembly PC put together by somebody who isn't really good at it.
The metal part to keep the GPU in place is the most stupid solution I ever saw in a PC.
Remove 3 screws in order to remove a GPU, and one of these screws is really down low in the PC, really HP?
I don't undertsand that this can be made by the same company who makes the Z-workstations.
I reseated all the connectors, but the rattling remained.
Switched off the computer and now it won't even switch on again.
And than I realized that there is no on-site warranty for this thing, so now I have to send it to HP.
No more consumer HP for me.

First, (for me), I'd gotten a compaq (years ago) and support was a joke.
Then, Dell was on top of the heap and I got one of those .. again, not only was service a joke, but worse.!
-- One person I knew that had purchased Gold Support had an issue, someone came out
took her hard drive (and all her data), stuck in a new one -unformatted, and left. -That was Gold Level Support.!
Now, its HP's turn and they're following in the footsteps of their predecessors except now, shoddy construction
pre-alpha versions of software stuck on 'em and no support for their custom features in these sparkle systems.
From now on, I'm building my own and will be in charge of quality control since I'll be able to be both responsible and reliable to deal with it... Obviously hp is not stepping up to the plate.
Your days on the consumer heap are written in the sand HP.
b'bye

This topic is getting better all the time.
The belgian site now mentions "red led lighting".
The US site still has multicolored pictures of the 860.
Is this a new way of marketing?
Change the specs after you customer has bought the product?

I'm afraid you may be right. Instead of fixing the problem, they'll probably advertise that you get a random "custom" color configuration with your unit. This is worse than awful treatment by hp.
If you download and install the latest hp support assistant, that is supposed to allow you to easily keep any and all hp software & updates in place. That way, when asked, you know your system is up to date. You must go through it's configuration carefully and set options regarding your windows updates as well since it changes other settings than just those involved with hp software.
Then, if nothing works, which -- let's face it, they just are selling these "Phoenix" units however they heck they fall off production lines, at least you will have done your part to be sure there is nothing you should have done that you missed.
HP ... Please show some backbone.! Do you stand behind what you sell, or not.?

-Myr Best wishes for all other users out there for actual support & repair.!

The story continues. Got the machine back after about 10 weeks!
- S-ata cables not attached to the motherboard.
- Ground cable for the bracket of the graphics card not connected
- Box severely dammaged and a large dent in the lid
And a note that says that the machine has been repaired and cleaned to the highest standard.
We have about 100 HP computers here (all servers and workstations). And I am amazed to see how this product comes from the same company.

Wow.! That's awful.!
I wish you'd taken pictures of it the way it came in to send to them.
It's getting to where you just can't trust that competent people are even being paid to do the repairs from the state you got it back in.
Sorry to hear about your bad service experience with hp.
Isn't this exactly what happened to Dell and why they're now a bystander company to most of us...
