Hi:
I see that HP got rid of the PS/2 ports on that model.
So...you have to run this tool to put the USB3 drivers into your W7 installation flash drive.
There are readme instructions for how to use the tool on the webpage.
Download the applicable file for the operating system you plan to run the tool on (W10/8.1) or (W7).
https://downloadcenter.intel.com/download/25476/NUCs-Windows-7-USB-3-0-Creator-Utility
Then you have another problem...there are only W10 graphics drivers for models with the Kaby Lake chipsets and Intel HD graphics.
So, you will either have to install a compatible graphics card that has W7 drivers, or try modifying the Intel graphics driver as referenced in this discussion below...

Unfortunately, I don't know what you need to do.
You could try just putting the USB3 drivers onto a USB flash drive and use the advanced install method to get the drivers installed.
Download and unzip these files.
Open the unzipped folder and copy the files found in the following folder: Drivers>Win7>x64>onto a USB Flash drive.
Then copy the files found in the following folder to the flash drive: Drivers>HCSwitch>x64.
With the flash drive and the W7 installation media in the PC boot from the W7 installation media.
After you select the install now option, select the Drive Options - Advanced menu, then select the Load Driver option.
You should now see the driver files listed.
If you check the box, it will only include the compatible driver.
Follow the prompts and hopefully, W7 will install.
