Hi,
Ive had a bad bios upgrade and can no longer boot my s3230uk
on the motherboard M2N61-AR is a ROM RECOVERY set of jumpers
How do I use this option to restore a working bios as the chip is not replaceable.

The image below is from another HP motherboard. Many of HPs motherboards have this same "ROM Recovery Header". Your computer uses the SPI (Serial Peripheral Interface) Bus to read and write to the BIOS chip. I believe the SPI_CS# lines are bridged with a jumper for normal operation and opened when programing the BIOS using an external SPI controller. I have tried reading/write to the BIOS chip via SPI and haven't been succesful.
HP states the following about the header's operation:
The ROM Recovery Header on the motherboard allows qualified technicians to reload firmware into the SPI boot flash in case there is problem with the data. This jumper should not be changed.
