You have a strange dilemma.
HP only has the chipset driver for Windows 10 available for download. There are two versions. HP is also, curiously, not offering an MEI download for your PC. Microsoft usually provides the chipset driver and MEI by Windows 10 update.
Since your motherboard has an x99 chipset, I would try this Intel chipset driver (sp 72201.exe).
It is not possible to uninstall the current chipset or MEI drivers in Control Panel, Device Manager. Have you checked to see if either or both Intel items appear in Control Panel, Programs and Features?
I used Microsoft's version for the chipset and MEI on my motherboard. Neither one is present in Control Panel, Programs and Features.
It is always possible you have a hardware problem that is causing this error. Try resetting BIOS defaults. Another option would be to remove the Cr2032 MB battery to reset CMOS.
