I intend to buy the following HP computer - P3400 QB216EA - which is equiped with an on board Intel HD graphics 2000 chipset.
I also intend to buy the HP 2311 X monitor, which supports screen resolutions up to 1920 X 1080 pixels.
My question is: Will I be able to use the maximum resolution on my monitor, running Windows 7 Aero desktop, flawlessly?

It should. There is an HDMI output at the rear of the PC. 1920 X 1080 is full HD (1080p). If not, you will have to install a video card that is capable of it.
The Intel HD 2000 video is an integral part of the CPU, not the chipset.
