My HP w2408 monitor blinks Red Green Blue White.  I installed Windows 10 a couple of years ago.  It will not allow me to access any communication to the CPU.  When turning on it just starts blinking.  Please help.

Hi! @Jgdip, Thanks for stopping by HP forums!

I understand the monitor blinks red green and blue.

Don't worry I will try to help you out.

How is the monitor connected to your PC?

Have you tried checking with different video cables?

Have you tried connecting the monitor to a different PC and check if the issue persists?

Please try the steps recommended below.

To fix incorrect colors, complete the following steps:
Check the video cable connections and make sure the connection is not loose. Tighten the connection screws if the connector is loose.
Press the Auto or Autoselect button on the display.
Press Menu, and select Factory Reset. If the screen is still discolored, continue to the next step.
If the display has more than one type of connection available such as VGA, DVI, or HDMI, try a different type of connection.
If possible, connect the display to another computer. If the colors are incorrect when the display is connected to the second computer, the display might be damaged or defective.
Service the display.

Refer this article to further troubleshoot display quality issues.

Let me know if this helps!

Have a wonderful day ahead! 🙂
