Welcome to the HP Support forum.
You may want to seek a compensation from the electricity company. It sounds like the power supply adapter or the motherboard has gone corrupted due to high voltage or the outage.

I guess it won't help and you may end up in a service - HP Authorized service center. If the computer is still under warranty, you will need to notify HP support first. If you are not sure where such a center is located, please contact HP support for assistance in finding one. Here is more info:
