Microsoft Windows 8.1 (64-bit)

No error messages.  

When desktop gets turned on, the display is all shaky and blurry.  Have to wait 5 minutes or more for it to stop shaking just to login.

Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details: 

Did you check if an alternate source such as a gaming console connected to your PC causes the same issue?
(Please do, if you haven't already and reply back with its result)
