If someone could reply back and weigh out my options that would be great, im trying to fix this problem with the least amount of money needed thanks

Both options that are posted will solve the video port issue. Assuming installing a video card is the least appealing to you, then the USB to DVI/VGA option similar to this should work for most applications.

Both of these would be fairly easy to install.
If the video card option is considered, then it just requires opening the case and inserting the card in the PCIXpress slot and then connecting the monitor to the card output. Since that PC is old, then an old inexpensive card similar to this is acceptable, if EBay does not scare you away.

I mean all the usb to vga have cd drivers u have to install but how would i install this with no display??

The link provided in your post indicates:
Resolution Supported output resolution under USB2.0 only support: 800 x 600, 16/32 Bit, 720 x 480, 16/32Bits
It supports Windows 7, Windows 8, Windows 8.1 System only. Also requires driver install from a CD.
PS: you cannot support USB 3.0 devices at full spped, so the resolution will be limited to that above.
I would recommend the Plugable as they provide good products. That one on EBay is questionable, IMHO It is up to you, however.
As to the question concerning the driver install - It might be advisable to install a NVidia GeForce card, then. It will provide a video signal even though it might be a poor resolution, at first, because Windows will install a generic driver until the correct driver is downloaded and installed. As least you can see until the correct driver is installed.

It is not clear what is being asked. It is possible for the driver to be downloaded with a diffeent computer to a flash drive or some other media and use that in the PC in questin but you will not be able to see to run it on the desktop.

And im ready to smash my fkin desktop, the adapter wont work till i download the cd driver,well yeah thats great but i have no display, idk what to do im so frustrated

You can get an inexpensive video card for that old computer on EBay for less than $30.00

I realize that is more than the $10-$15 you spent but you will be able to see for the driver install.
On the other hand, borrow an old video card from a friend to use temporarily, just to install the driver for the device that was purchased. Do not get too fancy with the card, as some might not be compatible.
