When you plu the power lead into the box do you hear a "crack" or "click"? If so, then you need to hold the back of the box while pushing really hard on the power switch on the top. I had reason to power on and off this server only recently and had to press very hard on the switch before it would even start to boot.
Having said that, if you are not even getting the amber light (N40L not sure if the 36 is the same) on the power switch, it does sound like a dodgy power supply.
