Hi there,
I have just bought and set up a new HP All-in-One 24-f0047na.
Set up straight forward and everything working OK.
However since I've been sat working on the computer I've noticed that the CPU fan is constantly running and is making a very distracting noise. My 7-year old laptop doesn't make anywhere near the same amount of noise when it is idling.
The fan runs at a constant 1600-1700rpm regardless of CPU usage, even when it is as low as 5%. The noise starts as soon as the PC is booted up and continues once Windows is booted and then idling.
I had tried all of the fixes on the HP Support site https://support.hp.com/gb-en/document/c03702528
1. Changing power settings does not stop or alter the fan speed or noise.
2. The PC is fresh out of the box, vents are clean.
3. I've been through and stopped all unnecessary apps and processes, no change.
4. Couldn't find any corrupt processes in Task Manager.
5. I've updated Graphics driver.
6. I've updated BIOS.
I've been into BIOS and there is no option to manually change fan speed or settings.
It seems that the CPU fan is just constantly running rather than adjusting speed in response to rising temperature.
I'm out of ideas and the noise is driving me mad, please help!

I am not a HP employee.
You seem to have a thermal problem or a MB thermistor problem if temps are okay.
Run HWiNFO portable (Link) to check temps.
New PC with fan issues may require HP Support or return/exchange.

I've run HWiNFO and the temps all seem to be OK.
There are no fan speed sensor readings on HWiNFO or SpeedFan.
I'm guessing that the motherboard and BIOS for this All-in-One just doesn't support monitoring or adjustment of fan speeds at all, which is aggravating to say the least.
I contacted the HP Support via the contact phone number, who advised that there does not appear to be a fault as I've run all of their suggested fixes and there is no obvious problem. They advised that the All-in-One Desktops are known to be noisier than laptops or tower desktops and the noise seems consistent with normal operating noise for this PC. They also said it wouldn't be a problem for the component in term of excessive wear if the fan was always running at higher than necessary speed.
The HP Support adviser suggested discussing with the retailer about a refund/exchange.
I've (annoyingly) not got the packaging for the PC as the kids hijacked it for drawing on and making dens when I was at work, I'm not sure if this would be a problem and haven't yet tried to contact the retailer, but I'll contact them this week to find out more.
It's the first HP and All-in-One that I've bought and I'm a little disappointed all round to be fair. The noise is low level but alternates between two tones and is therefore difficult to 'zone out'.

Hope you get this sorted out.
I see in your initial post you have adjusted power settings. Not sure what you did but trying the Power Saver option might help with the constant fan noise. This setting should slow down the processor which could reduce temps and lower CPU fan speed when the system is idling or under low loads.
The component swapping options (such as replacing the factory CPU fan/heatsink and other components) on a AIO PC are limited.
