You did not post the operating system for the PC you have it connected to.
I suggest downloading the OS appropriate driver from the following HP support web page and installing it. There is also a
HP Display Assistant on the same web page that may help you. Use the drop-down to select your OS.

Read the following advisory document from HP.
The resolution could be as simple as disconnecting and reconnecting the usb cable connection between the Display and the PC.
Open the Device Manager and then disconnect and then reconnect the usb cable. Did the OS react?

I tried all the combinantion to connect-discconnect usb\video and reboot. Consider that the touch worked in the past. On other discussion I fuund that there was some problem with Windows 10 Anniversary update but I hoped that with latest HP driver update I would solve the issue. Unluckly no? Maybe something in the firmware of the monitor? I have no Idea

I started my product loan HP Spectre x360 esrlier on today after an update (kb4015217) and found the touchscreen not working.
I went into Programs and Features and started rolling back updates. The touchscreen capability returned to the ultrabook after uninstalling the update and reinstalling the Pen Control software.
