Hi:
You are missing the HECI driver.

I should be more specific...
I've installed every driver on this site:
I have also installed:
Intel AMT LMS_SOL for AMT 3.0
Intel Active Client Manager HECI Device Driver
Intel Chipset Support for Microsoft Windows
Nothing works

I don't know what to tell you then, because that is the hardware ID, and it can't be anything else.
I have a dc7800 CMT as well (it is runing W7 pro x64), so I know exactly what W7 drivers need to be installed.
I would force a manual install of the HECI driver.
Re-run sp46137.
Go to the device manager and click on the PCI Simple Comms controller. Click on the driver tab. Click on Update driver.
Select the "Browse my computer for software method, and browse to the installation folder that was created. That folder will be located in C:\SWSetup\sp46137.
Make sure the Include Subfolders box is installed, and hopefully the driver will install.
If it doesn't, try running this driver (auto and manual). It is the Intel Management Engine Interface that needs a driver.

Did the manual installation of the sp46137. And I got "Intel® Management Engine Interface". Then I uninstalled "Intel® Management Engine Interface" and tried to manually install sp46137. But then I got
"This computer does not meet the minimum requirements for installing the software.
Setup will exit."

Wow.
That is a very stubborn one. I have read where a couple folks couldn't get it installed no matter what they did.
I would try the Vista HECI driver, auto and manual install. Now it is just a matter of trial and error.
Also, go to the Intel site, run their automated driver update utility, and see if it finds the driver you need.

Hi, @29B4 :
The HP business support pages are missing a lot of the drivers for older models. HP is aware of the issue and is working to resolve it.
The only suggestion I can offer would be to use the driver directly from Intel.

This is the latest official driver: HP Compaq dc7800 Intel Active Client Manager HECI Device Driver v.3.2.20.1046 Re. A.
You can download it here:
