Hello.
I've recently realized, that my processor, an intel i5 3470s CPU can be turbo boosted to a higher GHz rating. However, when I'm entering my HP BIOS, I can't find any category that is specific to turbo boost technology. Am I missing a driver, or is there something else wrong?

Hi,
No you can't. One reason some vendors block this sort of "overclock" and let system works this out when required is overclock means more heat and vendors don't want their machines come back (warranty) due to heat.
