Can I turn off just the monitor of my all-in-one PC without turning off the whole computer?

@billchar, welcome to the forum.

 

The monitor for your AIO is not simply a monitor.  It has all of the components that make it run included within it.  Therefore, I you won't be able to shut it off separately.  You can, however, go into the Control Panel / Power Options / and set it to sleep.
