Here is the output of running a command of BIOSConfigUtility on my HP PC with Windows 7 Enterprise:
C:\Program Files (x86)\Hewlett-Packard\SSM>BiosConfigUtility /CSPWD:"CurrPwd" /SETCONFIG:Config_ToChange.txt
<BIOSCONFIG Version="2.15.0.7" Computername="WSUSOH302511LK6" Date="2013/12/26" Time="14:45:44" UTC="-5" >
<SETTING changeStatus="fail" name="Activate Embedded Security On Next Boot" reason="SetBIOSSetting: Success" returnCode="0">
<OLDVALUE><![CDATA[Disable]]></OLDVALUE>
<NEWVALUE><![CDATA[Enable]]></NEWVALUE>
</SETTING>
<Warning msg="BCU return value" real="13" translated="13" />
</BIOSCONFIG>
And below are the contents of the file “Config_ToChange.txt” referred above:
English
Activate Embedded Security On Next Boot
Disable
*Enable
What I tried to do is to change the value of the BIOS setting “Activate Embedded Security On Next Boot” from the current “Disable” to the new “Enable,” but the command apparently failed with error code 13 “BCU_SETTING_NOT_CHANGE” according to the SSM User’s Guide.
Please help me to figure out why the above command failed, or offer me an alternative way to enable TPM on my PC.

Sorry that I have not seen this question before.
It is located in the Consumer Support forums.
In the future, you may have better luck posting in the enterprise based forums.
A forum focused on client managability tools such as SSM and BCU now have a forum at:
http://h30499.www3.hp.com/t5/HP-PC-Client-Management/bd-p/pc-client-management
Regarding activation of TPM -
A system MUST have BIOS setup password set before TPM can be enabled.
Also note that BCU has received multiple updates since version 2.15.
BCU is no longer packaged together with SSM.
HP BIOS Configuration Utility
The HP BIOS Configuration Utility ( HP BCU ) provides the ability to manage BIOS settings on HP supported desktop, workstation and notebook computers.
HP System Software Manager
The HP System Software Manager ( HP SSM ) is a utility for updating BIOS and device drivers on your networked PCs.
These tools and more can be found at http://www.hp.com/go/clientmanagement
Look in the Resources menu for items such as the HP CMS Download Library, HP CMS Whitepapers or HP Driver Packs.
