I also had trouble with 2GB G Skill memory F3-12800CL9S-2GBSQ 1.5V but I’ve come to the conclusion that it’s important to use only 1.35V memory. The aforementioned memory would not pass POST bios. Further research finds the HP mini stream uses the Celeron 2957U. http://www.intel.com/content/dam/www/public/us/en/documents/datasheets/4th-gen-core-family-mobile-u-... Page 17 covers the system memory interface voltages - 1.35V I can confirm that the Micron (Crucial) memory CT25664BF160B.C16FKR2 Part# CT6930640 works fine and under $15 dollars S&H direct from Micron.
