I updated the BIOS of my Z Workstation Z820 / Z620 series to J61 v0 3.65 but I do note that the Boot Block Date even after the latest BIOS firmware refresh still sits at 12/28/2011.

 

Is this BIOS feature somehow related to CPU supported list?

 

What is the function of the Boot Block Date?  How do you update it?

Function of the Boot Block is two fold: one is for Your saefty and the other is for HP to make more money after Intel going from Tick to Tock.

The purpose is to let you know if you have one version of the boot block or another.  Then, once you know what verson you have you can look up what your motherboard's hardware can and cannot do.
