Microsoft Windows 10 (64-bit)

Windows Anniveresary Update (Ver 1607) tries to load automatically but will not finish loading.   Message: IRQ not less or equal.  Restart goes back to previous version.  Happens constantly.  Is the PC not capable of handling this update?  Had no problem installing the free Win 10 update from Win 8.  Help!
