Hi:
I can't find any product specs for that model online.
What model wireless network adapter does that model have?
The model wireless network adapter will determine if your PC comes with built in bluetooth networking.
If you don't know what model wireless network adapter your PC has, go to the device manager, click to expand the Network Adapters device manager category, and there you will find the name and model number of the wireless network adapter.
Then I will tell you if your PC has bluetooth or not.

Sorry I can't find official specs for HP 23-b037la anywhere, not even its home page
No Windows 10 drivers for it but under Windows 8.1, no Bluetooth driver.
That may mean your machine does not have Bluetooth.

You're very welcome.
The Ralink RT5390R 802,11bgn wi-fi adapter your PC has, is not a combination wifi and bluetooth adapter.
Accordingly, your PC does not come with built in bluetooth.
The easiest thing to do to add bluetooth networking capability to your PC, would be to purchase an external USB bluetooth adapter.
I use this one on my HP desktop PC. Works great.
