Try a laptop(notebook)  hard reset

Remove the battery and ac adapter power from your laptop

press and hold the power button for about fifteen seconds.

reinstall the battery and then press the power button to start your laptop.

 

If that does not resolve the issue please let me know the model number of the laptop and what are the lights blinkings?

If you have a HP business desktop PC and the machine beeps 4 times, red led, then there is a power supply issue of some kind, or a motherboard issue.

 

Go to your PC's support page, manuals section, read the troubleshooting guide for the list of beep codes and recommended troubleshooting steps.
