@buzzsaw2 --  a message says to try again later.

It is quite possible that the Windows Defender is updating itself, as a "background" task.

So, Windows Update generates that "try again later" message.

Also, there is a blurb in RED that says MISSING IMPORTANT SECURITY & QUALITY FIXES.

Yes, when you launch Windows Update, it can report exactly that message.

Wait until any "background" updating completes, and then click "Retry".

Windows Update should then start downloading & installing the "missing" updates.

Perfectly normal behaviour.

Are these updates that Windows Update determined are available, but are NOT yet installed, or are you looking at the "Update History" within Windows Update, to list the updates that have been installed?

With those values as "available" updates, it is expected that Windows Update will report "missing".

how do i fix it?

Within the Windows "Settings" window, look in the "Troubleshooting" section, and then in the "System and Security Section", and then click on "Fix problems with Windows Update". After this trouble-shooter finishes, run Windows Update.

it is in the update history of windows update.

there are no troubleshooter items listed.

On my computer, I see:

Capture.JPG

to see "Fix problems with Windows Update".

Any items listed in the "update history" are updates that have been successfully installed.

EDIT: the above screen-captures are from a Windows 7 system.

Windows 10 still has a trouble-shooter for Windows Update problems, but the path to navigate to it is different (G*d only knows why they "improved" access to it.)

If you connect the keyboard to a different computer, does it work correctly?

Since your mouse works when connected to ONE USB-socket on the motherboard, do you happen to have a "USB-hub"? Connect that hub to the USB-socket that the mouse has been using, and connect both the keyboard & the mouse to the hub. So, both devices will "share" that working USB-socket on the motherboard. Does your keyboard work, in this configuration?

the mouse and keyboard are wireless.

i also connected a brand new usb keyboard with the same results.
