Couple of questions.

1.  Is the "very small" switch on the right side of the laptop showing red when you look at it from the side?  If yes, toggle to position.

2.  Is your BIOS "Firmware/software" up to date.  Go to settings and check for updates.

3.  Check Window's Update for any updates (type update in the search bar lower left)

4.  If all of these are checked and good, go to Dev. Manager and click on "Imaging Device"  It might also be listed at Camera.  Does anything show up?

Contacted Commercial support team who ran me through their problem solving routine and concluded the built-in camera is faulty . We have arranged for the desktop to go to a local service centre to have it changed  once the Covis19 lockdown is lifted here. 

So some progress but no final solution .

SOLVED!!! Thanks a million, "The _Saint" You really helped me solve this issue - WOW!! That Small physical switch on the side of the Laptop did the trick - It was OFF, RED, so i toggled it, as you said, and Now the Camera is working perfectly!!!

AMAZING!!!  And i too feel sheep-ish!! You are not stupid! I agree with you that this small, but powerful bit of information should have been out there, in all the searches i did, like you did!

I now realize that this physical switch is a Built-In SAFETY mechanism to prevent hackers from remotely taking over your camera in your Laptop, and spying on you (which is good to prevent that), but someone should have told us before-hand - that the solution was so simple. I hope the other Users having this same Webcam Camera issue will read this, and fix their problem so easily and cost-free!!

An HP Community User named "The _Saint" helped me solve my Camera Issue!! I Hope this helps you:

Look for a Small physical Camera switch on the side of the Laptop - If It is OFF, RED, then toggle it, (switch it to the other position) then try to operate your Camera again!! That fixed my issue on my HP Envy x360!

That Very Small Switch on the right side of Laptop HP Envy x360 (turning it ON) made Camera work great again!!

It's funny how a lot of people overlook that privacy switch for the camera on the right side. On the bright side, at least you didn't send it to repair.

 

As a side note, All-in-one models (pavilions and envies) have this thing where you have to push the camera like a button for it to pop up.

I absolutely do not see a button on the side, bottom, top etc. to turn the camera on or off. I don’t think my model has that. It’s the HP envy
