Having the same issue, this problem started happening (or at least became noticeable) only a few days ago.

The notification keeps appearing on my screen to choose "Yes" or "No" to run the program or not as well.

Hey, 

 

to solve your problem you need to open the Gaming Hub and choose optimizer.

Then you need to konfigure the Booster.

now enable the hotkey and you should be able to use your Hotkeys without problems.

Go to the Omen Gaming Hub app and then go to the "My Games" tab on the left. Then,  turn off the boost all switch.
