I am thinking of adding a gtx 1660 Super to a hp z210 workstation(tower 400w PSU) with a core i5-2400 12 gb ram ddr3 1  250gb sata ssd and a 250gb hardrive would use something like dual sata to 8pin adapter for the gtx 1660 Super work (I have a really low budget thank you very much for the help) or is there other ways to power the 1660 super

Short answer: Yes. With a caveat.

 

The nominal TDP of a GTX 1660 Super is 125 watt. Given that your PCIe x16 slot can provide up to 75 watt, and each 15-pin SATA power connection can provide up to 54 watt, a dual 15-pin SATA to 8-pin PCIe power adapter cable should suffice:

If your 400-watt power supply is equipped with one 6-pin PCIe power cable (75-watt), you could use a 6-pin PCIe to 8-pin PCIe power cable adapter for this card:

The caveat with both power options is that this sort of power rigging isn't recommended in general.  Apply at your own risk.
