Yes, desktops based on the Pegatron 2AD5 ("Formosa") motherboard, such as the HP System Elite 7500 Series MT or the HP Envy Phoenix H9-1325, are compatible with an RX 580 graphics card -and so much more, as you can see for yourself, such as here: https://www.userbenchmark.com/System/HP-Elite-7500-Series-MT/2102.
