OMEN 25L, Ryzen 7 3700x, RX 5700. Moria3 87C3 Motherboard. I am having a very similar issue when I check my TPM WMI event log i get error 1040, "Pre-attestation health checks confirm a critical component has failed, and the device is not expected to pass attestation.
Please see C:\Windows\Logs\MeasuredBoot\0000001466-0000000000.json for detailed information on what checks were made."

 

When i check the log file this is what it said.

In the log those are the sections where it fails, where it said "Value false, desired value true"

It seems some kind of certification is missing that can only be mended via a BIOS firmware update.

I agree. Purchased my omen in 2019 & has ran fine since, capturing triple digit framerate & playing any game. Due to terrible releases from developers i havent played cod in quite some time since it went downhill. This new cod mw4 looked promising and pre purchased to play the beta this weekend. 
Now i wasted 70$, 6 hours of my time & have a computer that will continue to not run games. 

wonder who is going to pay my 60$/hour flat rate fee for my time wasted, hope they are prepared to purchase my next computer if there is no fix! 
my time is precious & all businesses involved shouldnt be overlooking problems in their business for paying customers.

Cant you escalate it for us to HP support? it seems you would know exactly what to say to get it escalated to the engineering team. A lot of us cant access HP support it just sends us back to the community support due to expired factory warranties.

If someone hasnt already, it seems i will be the one forcing the legal battle. The force to upgrade equipment or dont play games is absolutely criminal for a piece of equipment over 1000$ to just play video games. Ridiculous, not worth replacing a motherboard, might aswell upgrade the whole thing at that point - seems that is their marketing scheme with companies in this generation.. you would think cod would force companies to drop a firmware update that is universal or have a rollback date we can work off of to bypass some restrictions. 

all in all, people need to get better at cod & stop cheating when they cant compete. This is why we are here, **bleep**ters.
